Offshore oil has its strategic significance to our economy and safety. Theoffshore platform with complex structure and huge volume costsexpensively, and its offshore environment is very complicated andexecrable. When the safety problems happen, it will result in greateconomical loss and adverse social influence.HSE is a managementsystem, emphasized on prevention, with the leaders' committment, all thepersonnel involved and improves continuously. It restricts itself highly,perfects itself and inspirits itself. It is necessary for our oil and gasindustry to realize modernized management and take part in internationalmarket competition.HSE's implement in offshore platform can upgrade the image of thecompany, build up the cohesion, improve the personnel's making, perfectthe interior management, urge the company to be familiar with the relatedregulations and laws and reduce the risk of professional safety and health.The core content of HSE is risk evaluation and hazard identification.Through the safety evaluation and fault tree analysis can reduce thepossibility of the risk effectively, and create the safety culture. Comparedwith the overseas application of environmental protection, we put forwardthat only under the "continuous improvement planning", can we realizethe continuous development.Recently,HSE's implement in our oil and gas industry is still in theelementary phase, but its popularity is necessary. Combined with therealistic application, we think HSE in offshore platform should be basedon people, have safe environment, enough labor protection and reliableequipment, realize the programmed strict management, and incarnate theidea of continuous development.
