The 19 th National Congress of the Communist Party of China pointed out: "The major contradictions in our society have been transformed into the contradiction between the evergrowing need for a better life and unbalanced development." In terms of traffic safety, however, the conflict is between the number of private cars growing and the imbalance and inadequate traffic safety cultural level. The number of private cars is increasing day by day.The non-professional driver's traffic safety culture is a comprehensive performance of driving behavior, and its research helps to formulate targeted strategies for driver's behavior.Based on the connotation and model of traffic safety culture, the survey is designed from three aspects of speeding, seat belt and cell phone,as well as values, abilities, behaviors and surroundings. The non-professional drivers in Tangshan as the survey target,a total of 200 copies are issued,193 copies are effective, the effective recovery rate was 96.5%.Based on the reliability and validity of the data, the frequency response analysis of the overall attitude item was conducted, and the behavior analysis was conducted using the contingency table method for the relationship between behavior and values, behavior ability, behavior habit and the surrounding environment. The data has been verified to have certain reliability and can be used for further analysis. The frequency response analysis shows that 56.2% of drivers still do not consider traffic safety as the most important issue. The behavioral analysis shows that values, behaviors, habit and the surrounding environment all have an impact on the driver's behavior.Constructing a calculation model of traffic safety culture index, and calculate the weight of indicators at all levels by analytic hierarchy process, and then calculating the speed, seat belt use, cell phone and cell phone of different gender, age and driver with different driving experience on the basis of the existing model. The index calculation shows that the overall non-professional driver's traffic safety level is medium. The relationship between gender, age, driving experience and educational level and index was calculated by using gray relational analysis to determine the factors that have the greatest impact on the driver's index. The gray relational analysis shows that the education level has the greatest impact on the index. Therefore, measures are put forward to enhance the traffic safety culture of nonprofessional drivers from three aspects: strengthening education to raise awareness, emphasizing behavior habits, creating a good environment and distinguishing key targets.
