The thermal island effect of the urban and its thermal environment have been gone against increasingly along with the steady development of economy, the rapid development of urban size and population. But now, it is the phases of great west development. Especially, most mountain cities of our country are centralized in west. The development of these cities is more rapid than the plain cities which bring about the continuous deterioration of the outdoor of urban thermal environment. At the same time,the request of the comfortable degree outdoor thermal environment and air quality is more and more high with standard of living of our citizens improved. Therefore the researches of the outdoor thermal environment of mountain cities are the most significant.After thorough study on GIS theories and its current applications in other related profession fields, the target, structure, functions and development method of system is determined in the thesis, according to the outdoor thermal environment of mountain cities characteristics and environmental management habits. The author takes example for the new YunYang county in ChongQing to forecast and evaluate the influencing factors of outdoor thermal environment to give the planners and the governor a favorable reference.The main study contents of thesis are as follows:Firstly, the total design of the system, including: designing system structure and system functions, analyzing and choosing development method and needed software, configuring system software and hardware, designing user interface, the database design, the database establishment. The database design included both completing the structure design of spatial database and attribute database. The database establishment included map digitalization, map layers division, map error correction, map editing, data collection and input, etc. These provide an avail support for the professional functional analyses of the system.Secondly, the professional design of the system includes some aspects. Both the choice and the development of city progress, intensity of the thermal island, forecast and evaluation of outdoor thermal environment, etc. The model of forecast and evaluation of outdoor thermal environment is based on the Population forecast, the relative thermal island forecast, total and local contrast, outdoor comfortable degree, etc. Meanwhile, it through the wind field, temperature field, outdoor comfortable degree, etc...
