with the quick development of the economic, the urban population will grow largely, which will inevitably lead the Fearful aspect of the large increase in water consumption but the water resource not invariable and the lack of average per person water for a limited urban whose water resources is limited. Therefore, we must first know the population supporting capacity of the urban water environment and establish the science forecast model to forecast the limit population when the normal water supple can be satisfied, as well as the best rate of economic development at present water resources conditions for a city, which can better satisfy the health steady progression of urban population.As important natural ecology resources, the water resources will become important attribute which will more and more restrict the urban scale expansion and even the socio-economic development. Therefore, to establish a suitable water resources supporting capacity forecast model to forecast the urban water resources supporting capacity for social, environment, and economic which will be good for the optimized disposition of water resources and coordinating the relations between the water resources and ecological building, the lives of the people, the industry and agriculture development, which has very vital significance for realizing the urban economy sustainable development.The paper establish a set of complete urban water resources environment supporting capacity and using them in chengdu when regard the Actual situation. under the situation of present water resources and guarantee the quality of water resources environment, Calculating out the pollutant maximum value and relationships between them, which are the population, environment and economic,obtains quantity which needed to reduce.
