Research On Special Equipment's Safety Assessment Indexes System

Along with the reform of social economic system and continuous development of economy in our country, the quantities of special equipment are increasing annually. Being important society production materials, special equipment plays an important role in each trade. For the sake of safety guarantee and accidents occurrence reduction of special equipment, safety supervision must be done well to exert maximum function in the production.Special equipment differs from other production equipments;it involves high risks and is prone to accidents. Once an accident occurs, people's lives and properties will suffer serious damages and will thus affect society, which will in turn hinder the normal developments of the country's economy. Therefore, safety of the special equipment will affect the stability of society and its retainable economic development. So we should ensure the safety of special equipment to enhance our social stability and economic development.This study was launched in order to provide scientific theories and methods for safety evaluation of special equipment in our country. The meanings of the study were to push towards a higher layer of special equipment safety provision, scientifically carry out the special equipment's safety provision work, promote social economics development, essentially guarantee the people's lives and properties, and to support society stability.Considering the objective attributes of special equipment safety conditions, combining with special equipment safety provision work and provision characteristics, and analyzing the present condition of special equipment' safety, a safety evaluation indexes system of special equipment was set up. The system was designed on three comprehensive aspects which were equipments' condition, supervision management, and accidents control. Twenty eight indexes were designed in the system. Based on sampling and statistica! analysis, applying the main productivity factor method, layers analysis method, information quantity method, and data standardization theories etc., the study carried on a systematic evaluation on special equipment's conditions in ourcountry. This paper concretely and statistically analyzed more than twenty indexes and acquired the present safety condition data of more than 10 years. At the same time, a series of suggestions were obtained based on the sampling and statistical analysis and these suggestions improved the special equipment supervision.
