With the exhaustion of conventional petroleum, the heavy oil becomes more and more important as a substitute of conventional petroleum. In this paper, the fluid catalytic cracking production systems of WEPEC were selected as research object. First, the fire risk of every process section and the materials contained in the catalytic cracking of heavy oil were analyzed. Second, the fire risk of reaction-regeneration, fractionation, absorption-stabilization and desulfurization-sweetening was assessed with Dow chemical fire and explosion indexes. The fire risk grade and accidental severity of every process section were determined. The accident loss was also estimated. Moreover, according to the assessment conclusions, this paper put forward reasonable suggestions on the management condition, facilities and equipments. At last, the fuzzy mathematics theory was applied in safety assessment and evaluated the whole safety condition of the catalytic cracking of heavy oil.The results showed that the potential risk of the process section of reaction-regeneration was very high. After expiation of safety measurement, its risk grade became safe grade. If the accident happened, the reaction-regeneration section would cause the biggest loss and the loss caused by other sections were relatively small. The results of fuzzy comprehensive evaluation indicated that the whole safety condition of the catalytic cracking of heavy oil was relatively safe.
