With social economy and technological developing in China, accelerating theurbanization process, urban public safety is facing serious challenges.The emergentpublic safety events have caused huge economic losses and bad social effect to thecountry and people, then impacted on economic development and social harmonyseriously. So risk assessment for urban public safety can provide decision support forcity design layout, safety planning, emergency rescue, and the prevention and control ofrisk. This paper makes a study of urban public safety systematically, analyzes andevaluates its critical elements, which strengthen the efficiency of urban public safetymanagement to provide strong support. Taking country urban public safety as thebackground, Chongqing public safety is selected as the research object, the mainresearch work is following:①On the basis of theoretical and practical research proposed elements of urbanpublic safety in public safety management, to clarify the status and problems of urbanpublic safety, while the city public safety risk factor analysis,to grasp the factorsaffecting urban public safety. Constructed in accordance with the principles of indexsystem, risk assessment index system of urban public safety is put forward based on theanalysis of two dimensions (areas and affected) of urban public safety. Fielddimensions include, natural disasters, accidents disasters, public health and socialsecurity in four areas; affect dimensions include vulnerability and resistance to both.Through the city public safety index system operability screened to obtain a set ofworkable, targeted urban public safety risk evaluation index system.②Take Chongqing as the research object, the application of risk assessment indexsystem and method for in-depth quantitative analysis, put forward10level indicatorsaffect public safety in Chongqing, namely geological disasters, meteorological disasters,infrastructure, mining and commerce, public health situation, law and order, criminal,demographic characteristics, health care and infrastructure, the ability to control theability to control; well thirty-two two indicators, namely, landslides, avalanches,landslides, ground subsidence, floods, drought, heat, gas, road network,communications, water supply, traffic safety, mining, industrial and commercialsecurity, fire, per capita public green area, the main city of ambient air quality,environmental emergencies, public acceptance, security investigation, criminal case, criminal detection, thousands of people have health technicians, solid waste utilization,thousands of people have medical beds, urban sewage treatment capacity, drainage,electricity, infrastructure investment, urban population density, age structure and levelof education.③Calculated using factor analysis of meteorological disasters, populationcharacteristics, infrastructure, infrastructure control, public health situation, healthcontrol, policing and criminal secondary indicators principal component. The followingconclusions, the sensitivity of meteorological disasters in the highest floods, droughtand high temperatures are higher than the5.7%,6.8%; highest population density ofurban population characteristics sensitive, respectively, higher than the age structure andeducational level of0.4%,4.1%; foundation High sensitivity of gas facilities,respectively, higher than the road network, communications and water supply by4.7%,20.4%,21.8%; drainage infrastructure, the ability to control the highest degree ofsensitivity, respectively, higher than supply and infrastructure investment by0.5%,1.1%; public Health status of the highest per capita green area sensitive, respectively,higher than the air quality and environmental emergencies2.0%,40.2%; health carehealth professionals the ability to control the highest sensitivity, respectively, higherthan the use of solid waste, medical beds and sewage treatment capacity of2.6%,7.8%,9.7%; policing public order policing investigate accept higher by0.3%while thecriminal case of criminal detection rate is higher than2.1%.④Using gray correlation method of geological disasters, accidents and disasters,secondary and tertiary index calculation and analysis of traffic safety. The followingconclusions, the sensitivity of meteorological disasters in the highest floods, droughtand high temperatures are higher than the5.7%,6.8%; highest population density ofurban population characteristics sensitive, respectively, higher than the age structure andeducational level of0.4%,4.1%; foundation High sensitivity of gas facilities,respectively, higher than the road network, communications and water supply by4.7%,20.4%,21.8%; drainage infrastructure, the ability to control the highest degree ofsensitivity, respectively, higher than supply and infrastructure investment by0.5%,1.1%; public Health status of the highest per capita green area sensitive, respectively,higher than the air quality and environmental emergencies2.0%,40.2%; health carehealth professionals the ability to control the highest sensitivity, respectively, higherthan the use of solid waste, medical beds and sewage treatment capacity of2.6%,7.8%,9.7%; policing public order policing investigate accept higher by0.3%while the criminal case of criminal detection rate is higher than2.1%.⑤After sorting the results showed sensitivity coefficient, landslides, floods,urban population density, gas, drainage, traffic safety, the per capita green area, healthprofessionals, public acceptance and criminal detection and other issues of public safetyimpact of Chongqing highlights the extent.
