As a vital engineering in the exploitation and transportation of modern offshore oil, submarine pipeline is a kind of production facility of offshore oil field with high investment and risk. In order to keep the submarine pipeline failure free operation, improve safety of the offshore oil exploitation, it's necessary to study the different phases of it's service life, which will also avoid the pipeline accident which is coupled with prolonged strands and operation time of pipeline.Firstly, the safety of submarine pipeline is improved by investigating full life cycle of submarine pipeline, a management information system(MIS) for submarine pipeline which key is database is designed. The MIS is divided into design management system, construction management system, inspection&repair engineering management system, health monitor system and risk assessment system of submarine pipeline.Secondly, abnomality detector algorithm based on time series method is explained in detail, which is used in health monitor system for submarine pipeline.By testing, the abnomality detector algorithm is effective and efficient.Thirdly, with demand of MIS for submarine pipeline and practical projects, a inspection&repair engineering management system for submarine pipeline is given out. Also, from the angle of software design, demand analysis, hardware and software support, comprehensive design and database design of the system are introduced. By functional requirement, the system can be divided into 6 modules: system management module, submarine pipeline design module, submarine pipeline inspection module, repair module, calculation, analysis and assessment mode and data input guideline.Finally, relational software and hardware, system structure and database design of health monitor system for submarine pipeline is introduced, concept design diagram, logic design diagram and table structure are given out by standard design process. By system functional requirements, the system can be divided into 4 modules, which includes setup module, detection module, information module and help module. In the end, basic operation process is briefly introduced.Under the background of practical inspection and repair project of Offshore Oil Engineer Ltd. and application of B-DOFS fibre sensing system on QK17-2 Oil Field, this paper is based on the research project 'Research and Development on Inspection&Repair Engineering Management System for Submarine Pipeline' and 'Distributed Optical Fiber Sensing Technology for Long Distance Submarine Pipeline'which are sponsored by Hi-Tech Research and Development Program of China(863) and undertaken by Zhejiang University, so the research of this paper has important use value.
