Study On The Indicator System Of Tourism Special Programming Environmental Impact Assessment

Programming environmental impact assessment is one of the important form content of SEA.It is an appraisal process of programs not only through the proposal and establishment of programs but also after the implementation of programs.The environmental impacts of programs can be evaluated and mitigation measures can be proposed,which can make programs accord with the principle of sustainable development.So far,Programming environmental impact assessment lack of experience is in primary stage in China,most of completed exploration is related to basin developing city construction communications water conservancy etc.Most of study are centered on introducing research and experience abroad,lack of environmental impact assessment technical frame and indicators according with Chinese programming system.Tourism special programs are eagered to be appraised in many province in China,so the thesis is important to accelerate the process of programming environmental impact assessment,especially tourism special program.In this thesis,some concrete topics of tourism special programming environmental impact assessment theory are discussed.Our discussion is centered on what indicators should be used to evaluate the degree of environmental impacts and the environmental sustainability of tourism special programs.the main conclusions of the thesis are as follows.1 A indicator system of tourism special programming environmental impact assessment is brought forward.In this thesis,a series of appraisal indicators,"society economy and culture-ecology — environment — program and management of resource — risk and disaster"indicator system,of tourism special programming environmental impact assessment is brought forward.Indicaors of society economy andculture,ecologyical environment,natural environment,programming and management of tourism resource,risk and disaster are included in this indicator system based on statistical materials and data in existence,project EIA,ecologyical EIA,and sustainable development appraisal indicator system.The indicators of each level can be divided into several sub-indicators.2 -. Analytic Hierarchy Process (AHP) is used to identify the weight of individuall indicator.In this thesis,Analytic Hierarchy Process (AHP) is used to identify the weight of individuall indicator,which includes definitude of objectives,identifying appraisal indicator system,establishing different levels,forming comparative judgement matrix,compositor of individuall level and testing consistency.3 -. Appraisal standard and recording method of individual indicators are brought forward.In this thesis,appraisal standard and recording method of individual indicators are brought forward,and it lays a fine foundation for application of the indicator system.4, Example research is engaged on AnHui Province encircling ChaoHu Lake tourism developing program.In this thesis, example research is engaged on AnHui Province encircling ChaoHu Lake tourism developing program applying of aforementioned indicator system,and the feasibility is concluded.This study provides the basic proposals for practical applications of tourism special programming environmental impact assessment,and provides the usefull consultation for study of indicator system,theory and methodology of SEA.As a sub-task of the study of theory and methodology of programming environmental impact assessment,there are some questions required to be deepen,refined,tested and perfected in practical work..
