Research On Environmental Impact Assessment About Huge Civilian Construction Program

At present, the research of theory and practical application about strategicenvironmental impact assessment (SEA) and project EIA has been more mature, butnot for the project program in regional development process. The program EIA is asthe object of study in this artical, combining the program theory and the theory ofthe EIA, discussing the index system and method about the program EIA.To this end, the article studies the basic content of the program theory firstly,involving the definition of the program, classification and program management,being aimed at defining the basic concepts of the scope of the program EIA; at thesame time, analyzing the influencing factors in the process of building program,optimizing the program index system, which provides a reference to the programEIA indicator system. At the basis of analyzing the characteristics of the differenttypes of the EIA systemicly, analyzing the program EIA characteristics, this articleachieves the effective integration of the program theory and the EIA theory.On the basis of combining the program theory and the EIA theory, the articleuses the program sustainable development indicator system as a framework, andconsiders environmental impact factors in the program’s full life cycle forestablishing program EIA. Finally, it comes up with the Environment SustainableDevelopment Degree of program (ESDDP). Considering the different levels of EIAstandards setted by the nation or the region, then summarizing the advantages anddisadvantages of the program EIA method, this article finally conforms “analytichierarchy process(AHP)+set pair analysis assessment model(SPA)” as the programEIA method, which is quantitative analysis-based and qualitative analysis-supplemented. And this method has strong practicability and scalability. In the casestudy, through the application of the index system and the program EIA method, itcomes to the numerical value of the ESDDP, which will contribute to analysis theimpact on the environment and the environmental trends after the implementation ofthe progran. Finally, it realizes the verification and applications of theory research.The research of this subject realizes the level-bridging of the EIA and theeffective combination of the macro-assessment and micro-assessment, and alsoprovides a theoretical support for different types of construction projects grouplifecycle EIA, which is conducive to refine and carry out China’s EIA work.
