This study sets out from the utilization and management of water environment capacity, erects input-response relation between pollution-cradle and water-environment quality on the basis of the scientific evaluation of water environment quality status and water quality goal of water-environment function section (ab. as WFS), ascertains environmental capacity of each WFS. Then, Based on the capacity, according to existing emission mode or programming emission mode, this paper confirms the pollution-allowance-discharge quantity (ab. as PADQ) of WFS, puts forward to a concrete gross control-and-assign project, and advances a environment protection programming from cleaner production, the construction of sewage processing factory and admittance terms to FNMB etc.This dissertation draws conclusions as follows At present, there exist main water environment problems: that NH3-N exceeds III water quality standard all year, and COD sometimes exceeds III water quality standard. Under the condition of the most withered month average discharge in 90% assurance rate, the maximum PADQ can be water environment quality of downstream reaches of Gaoming River. If according to III water quality standard, the maximum PADQ of COD_Mn and NH3-N are respectively 6.37t/d and 1.06t/d, then the remnant environment capacity of COD_Mn and NH3-N are respectively 3.11 t/d and 0.4t/d. If according to IV water quality standard, the remnant environment capacity of COD_Mn and NH3-N are respectively 7.36t/d and 0.94t/d. In the light of 80 percent of the using water quantity to calculate, sewage productive quantity is 390000m~3/d after FNMB is set up. If in term of the demand of cleaner production, the re-utilization rate of sewage must be 60 percent upwards, then sewage discharge quantity is only 15.6m~3/d and just need build up two sewage processing factory, which can handle 100000m~3/day, so as to satisfy the development of FNMB. The productive quantity of COD_Mn and NH3-N are respectively 36305t/a and 4450t/a after FNMB is set up. When the re-utilization rateof sewage is 60 percent upwards and sewage processed by two class sewage processing factory discharges within national water quality standard, this paper proposes that the gross control value of CODMn and NH3-N be respectively 2920t/a and 730t/a.
