Comprehensive river environmental control is the hotspot of city construsture recently. Its maneuverability of technolegues, feasibility of economic and accessibility of environmental aim work on govermental investigaion and effect of approving water environmental quality. In this paper optimal techniques of water environmental comprehensive control was sudied based on the projects of water environmental treatment in plant river network area, which provided theory thereunder for city water environmental constructure planning. It included: study on ways of city water environmental problems;aptimal techniques of water environmental control;bring forward engineering projects of controlling based on the example.A nalysis of water environmental problem: it was to apply single factor index method to evaluate the surface water assessment and got the main pollutor and its rate of exceeding standards, etc. And back-propagation artifical neural network method and fuzzy comprehensive evaluation method were used to evaluate the whole pollution level. Absed on the comparing of the way to confirm power-value and calculate the comprehensive value, the fittest way of evalution whole water qulity was chosen and got the characteristic of water pollution.water environmental problem analysis. Based on the details of the river of Kunshan town, the characteristic of water environmental problem of plant river network area was educed: the main problem of this area's wate environmen is organic pollution, bed mud's secondary pollution, the affluent's contribution to main current and disadvantage hydraulic condition.Optimal technics of water environmental control: to aim at water environmental conpacity, the mix charges of treatment and accessability of water function, it was done to design reasonable energy functions of Discrete Hopfield Neural Network and transform the charges function of water environmental comprehensive control to energy function, and then put out the model of DHNN to optimize the projects of water environmental comprehensive control.Applying of treatment projects: taking Kunshanshi's water environmental comprehensive control as a example, based on the analysis of water environmental problem, the projects including internal and foreign sources control were taken out and applied DHNN model to optimize the projects.The result of this paper provided a method referenced for bringing foreward and optimizing the projects of plant river network area water envionmental comprehensive control and had some purport for improving water enviornmental quality and gudiing the decisiong-making of government.
