Study On Planning For Environmental In Luyuan Economic Development Zone Of Changchun City

As one of the important branches of Environmental Science, Environmental planning has become an important part of planning for our national economy and social development, and a big measure to realize regional sustainable development. With the theory and methodology of environmental planning, this article studies on the planning for environmental protection in Luyuan economic development zone of Changchun City.Based on the investigation and evaluation on the current environmental quality and pollution sources in Luyuan economic development zone of Changchun City, and combined with the industrial structure, developmental goals of the general planning for the development zone, this article foresees and analyzes the trends of the change of water environment, environment air, sound environment, and ecological environment in different periods in the development zone. According to the regional environmental characteristics, planning goals and calculating results of environmental capacity, it makes a planning for goals of environmental protection and environment functional zoning of different periods, and it poses regional pollution control and planning of the synthetic control, including seven aspects of atmosphere, surface water, underground water, noise, solid waste material, ecology and environmental management. To ensure that the planning can be carried out smoothly, it establishes policy supporting protection measures, capital protection measures, technical protection measures, and management measures for carrying out the planning, thus it can ensure the realization of goals for environmental planning and regional sustainable development.With excellent advantages of zone and resources, and with the implementation of the strategy of revitalizing the Northeast's old industrial base, Luyuan economic and technical development zone of Changchun will become a hot issue for the economic development in Jilin Province. Therefore, at the beginning of developing the development zone, this article studies on the planning for environmental protection of development zone from the perspective of sustainable development, hoping that it will reach the aim of prevention in the first place and provide references for environmental management and pollution abatement in the development zone.
