Through analyzing the meteorological data of the Luo industrial district in near five years, this article obtains the air pollution meteorology characteristic of the industrial district, including the near ground wind field characteristic such as the wind direction, the wind speed, ect, the pollution coefficient, the atmospheric stability distribution and the appearing frequency, the wind direction, the wind speed, the atmospheric stability union frequency, the wind velocity profile and the wind shear index and so on. And then according to the division result of the ambient air quality function area of the Luo industrial district, the present pollutant situation monitoring and the overall plan of Luo industrial district, this article applies the macroscopic total emission control A-value method " the technical method of the air pollutant discharging standard GB/T 13201-91" widely used in our country currently on the basis of box model to survey the atmosphere environmental capacity of SO2 of the Luo industrial district.The result indicates the SO2 atmosphere environmental capacity of the Luo industrial district is 7966.4t/a, namely in this area the most greatly 7966.4t SO2 may be discharging every year, and in the industrial district the total SO2 discharging quantity of all industrial enterprise is 4077.80t every year. Therefore the Luo industrial district still had the surplus SO2 environmental capacity of 7966.4-4077.8=3888.6t/a which definitely might meet the industrial district developing demand in the future.According to the above findings, finally the article proposes the air pollution integrated control measures and the plans of the Luo industrial district.
