pollutant total quantity control implemented is the efficient path which guarantees the atmospheric environment quality;The atmospheric environment capacity research is the premise and the foundation which verifies the air pollutant total quantity control,so researching pollution meteorology characteristic and atmospheric environmental capacity can provide scientific guidance which search for the way of improving city atmospheric environment quality .Firstly throug using the meteorological data of 1971~2000 and 2003~2005 in Kaifeng city, pollution meteorology characteristic was analyzed.Some conclusions were obtained: In the 10m high ground, annual dominant wind direction is South wind direction and Northeast,annual wind speed is 2.66 m/s. The wind direction impacting on the urban high-altitude is: SSE ~ SSW and NNE~NE sector azimuth. In terms of atmospheric stability ,stabilized stability share ratioin in stability is more. There is a few powerful bottom inversion layer and Low-level inversion layer. The average thickness of atmospheric mixing layer is 649m.In terms of the season, the average thickness of atmospheric mixing layer in spring is 706m, for the summer is 697m, the fall is 630m and in winter is 564m.Secondly, SO2, NO2 and PM10 are selected as the influence factors.Based on the GB A value and Box model theory , the ideal atmospheric environmental capacity and the actual atmospheric environmental capacity in Kaifeng is calculated:the ideal atmospheric environment capacity in KaiFeng are SO2 105770 t/a, NO2 70510 t/a, PM10 176280 t/a respectively ; the actual atmospheric environment capacity in KaiFeng are SO2 -5600 t/a, NO2-4290 t/a, PM10 -130380 t/a respectively.Finally, influence which the pollution meteorology characteristic factors such as atmospheric stability, thickness of atmospheric mixing layer, the vertical temperature field, the vertical wind field impact on atmospheric environmental capacity was analyzed; Some conclusions were obtained: the vertical wind field has advantage of improving the value of atmospheric environmental capacity in KaiFeng, In contrast,some inversion layer has disadvantage of improving the value of atmospheric terms of seasons, they have obvious correlation relation too,from the factors which represent air quality , the order which represent the merits of air quality is:summer>spring>autumn>winter.
