With the rapid development of economy and the continual increasing of population, water resource has been excessively exploited, ecological water has been occupied by water for industry and agriculture to a certain extent, and the balance of ecosystem has been seriously changed and destroyed. The problem of water resource pollution and shortage is becoming increasingly serious, and the contradiction between water resource exploitation and ecological environment is becoming more and more acute. Therefore, we should study the eco-environmental water requirement, consider the loading ability of water resource, and probe into water resource's reasonable exploitation degree and configuration. And people's activity must be controlled to concern the loading ability of ecosystem, resource and environment. This work should be done without delay and it has attracted the common attention both home and abroad.On the basis of the summarization of the researches done by scholars both home and abroad, the paper takes river network in Southern Jiangsu Province as the object, aims at its characteristics and problems, and probes into the composition of its eco-environmental water requirement, which includes out and in eco-environmental water requirement of watercourse. What's more, the calculation method is also analyzed.Water pollution in the region of Southern Jiangsu Province is serious, and the water environment keeps on deteriorating at a rapid pace. Thus the water shortage of quality type appeared. The paper realizes simulation calculation of water quality of tree-shape river network by establishing water quality model. And the paper aims at water pollution problems in the south part of Jiangsu province, by the combination with water pollution control projects, thus makes reasonable use of the self-purification capacity of the waters. The dilutability and self-purification capacity of the waters is enhanced by means of enlarging the eco-environmental water requirement of the rivers. And at the same time, the sewage at the drain is disposed in order to decrease the discharge amount of the pollutant and make the water quality meet the control target value.
