There is a tremendous activity these years in the area of inorganic-organic hybrid materials because of their diversified structures and interesting properties, which endows these materials with applications to sorption, catalysis, electrical conductivity and solar energy conversion.Metal-Organic coordination polymers are formed by self-assembly through coordination bonds between bidentate or multbentate organic ligands and central metal ions. The central ion, in general, is transition metal ion with a definite coordination model, acting as template and organic ligand with many coordination sites, acting as building block.In this paper, there are four main parts. The first part is to synthesize 5-formyl-8-quinolinol from 8-quinolinol and chloroform, using ethanol as a solvent. Then analysizing the 5-formyl-8-quinolinol by IR. The second is to synthesize new inorganic-organic hybrid materials M3(C10H8N2)(PW12O40)2·3H2O, (M=Ni or Co ) by hydrothermal methods. The third is to determine property of the compound. Both compounds are composed of two [PW12O40]3 anions, protonated organic amine cations [M (4,4'-bpy)2]2+ and out-of-order water molecules. The most remarkable structural feature was that polyoxoanions [PW12O40]3- were linked to each other through oxygen bridge. The crystal structure should be indicated that the straight channels structure from the heteropoly anions and [M (4,4'-bpy)2]2+ cationic units through oxygen bridge. [M (4,4'-bpy)2]2+ and out-of-order water molecules are distributed among straight chains .The best reaction conditions is pH value=6 and reaction temperature=140℃ and 130℃ The results of thermogravimetric (TG) analysis indicates that Ni3(C10H8N2)(PW12O40)2·3H2O is thermally stable up to 366 ℃ and Co3(C10H8N2)(PW12O40)2·3H2O is thermally stable up to 321℃.
