Total emission control of atmospheric pollutant is to control air pollution from an integrated viewpoint, and it is an effective way to improve the quality of regional atmospheric environment. According to its aims, it can be divided into two categories. One is total emission control of integrative managing atmospheric pollutant, which confirms reasonable and impartial project to cut down atmospheric pollutant for solving existing atmospheric pollution. The other is total emission control programming of atmospheric pollutant, which arranges future atmospheric pollutant capacity in advance by forecasting total emission of future pollutant.The former kind forms the foundation of all kinds of methods prevalent presently for total emission control of atmospheric pollutant. And these methods have made much effect in practice. They are not to be perfect, because they can't prevent air pollution in advance. However, because of the complexity of the atmospheric system, researches for total emission control programming of atmospheric pollutant have been very scarce. So it's necessary to do further research on the method of total emission control programming of atmospheric pollutant, especially prediction models for total emission of atmospheric pollutant. And they are also the objectives of our research.The main content of the paper is to introduce gray theory to predict total emission of atmospheric pollutant and to build an integrated total emission control programming of atmospheric pollutant in Dalian based on it. The details are as follow:(1) The essence of forecast methods for total emission control of atmospheric pollutant is discussed, and the advantages and disadvantages of forecast methods which are widely used currently are analyzed. Then information renewal GM(1,1) model is introduced to forecast total emission of future atmospheric pollutant for the first time, and prediction model for total emission of atmospheric pollutant is established.(2) Combining the forecast model and improved A Value method, prediction-layout project for total emission of atmospheric pollutant based on gray theory is built. Then based on prediction-layout project, distribution-reduction project for total emission of atmospheric pollutant is established by combining with distributive methods. Finally uniting above two projects, the programming for total emission control of atmospheric pollutant is obtained.
