This paper has analyzed the research development of the allowable water pollution loads for coastal area or near shore waters in domestic and foreign, and summarized the methods of domestic and foreign coast environmental capacity and the total allowable loads. By compared, the method of polygenetic linear superposition is chosen to calculate the allowable water pollution loads in the coastal water for the reason of convenience and availability. Some important factors in the computing process are considered. "The maximal day mean value" is used in this paper to be representative of the background concentration. In this way, it makes the modeling results more credible and safer. Based on the water environmental characteristics, this paper has calculated the max allowable loads of the inorganic nitrogen, CODcr and the petroleum in the Qinzhou Bay with the method of polygenetic linear superposition. Furthermore, this paper studies the way to plan and distribute the water pollution loads in coastal waters and how to utilize the marine environmental capacity when the area pollution loads is less than the max allowable pollution loads, and how to coordinate the development relationship between econmy and environment.This paper has greatly simplified the workload of the water environmental capacity computing process and the pollutant allowable loads distributring process by using the method of polygenetic linear superposition. It has improved the methods of the water environmental capacity modelling and the pollutant allowable loads planning in coast waters. The result of the environmental capacity computing in Qinzhou Bay has been used in the total pollutants control and environmental management for the development zone. It also has provided the technical support to setting up the coastal industrial park in Guangxi coastal area for Guangxi Government.
