Philosophical Analysis On Abnormal Phenomenon Of Water Pollution For The Coastal Area Of Dalian

The thesis has analyzed the discharge state of pollutant and the abnormal phenomenon of water pollution for the coastal area of Dalian in 2002-2006. On the basis of the things that fully considers various kinds of investigation and research materials, the thesis researches on the condition of water pollution of Dalian coastal area and the main pollutant as well as discharging subjectivity, which caused the phenomenon related above. Then, the thesis points out the abnormal phenomenon of Dalian coastal area, according to the reliable datum that all functional departments of government have offered. At recently, the total quantity of sewage coming from land, which discharges into the Dalian coastal areas, has increased, but the quality of the sea water of Dalian coastal has changed into good condition.As the key parts of the thesis, chapter 3 and chapter 4 clarify the abnormal phenomenon from the aspects of the government strengthens of environmental management, the enterprises' efforts made toward execution of government's environment policy and the implementation situation of recycle economy in recent years. Analyzing it dialectically, seeing through the phenomenon and deepening the essence, we should not only pay attention to the total quantity of sewage from land that each enterprise discharges in the statistics, but should also take the quantity of pollutant that each enterprise discharges into consideration. Therefore, we can explain the abnormal phenomenon correctly. Although the emission of some enterprises sewage of Dalian coastal area has increased in recent years, because of the implementation of government's environmental policy, which makes enterprises discharge the pollutant in sewages notably reduced, therefore the quality has changed a lot in the condition of the increasing amount of sewage.The conclusion of this paper is that it is highly effective that the government of Dalian commits to improve the environment and constitute environment policy. The tendency of the development of industrial economy and environment protection is harmonious.
