This thesis firstly expounds this basic theory for the present situation and the management and development of the human resources of the middle and small sized enterprises over the country, secondly analyzes the basic situation of Donghua Company and the managing present situation of the human resources and the existed problems, finally makes clear the developing direction of the human resources'management of Donghua Company.On this basis this thesis finishes the design of the organization and structure of the management of the human resources of Donghua Company according to the present situation of Donghua Company applying the principle and basic tool of the modern human resources managing system and with the basic method of the management of organization and structure and analyzing of work. At the same time it makes clear the post duties and the fixing of the post and staff members by disposing and developing the human resources'system of Donghua Company with the regression analyzing method and weighted average method. The encouraging mechanism of the human resources has been designed by applying the relating theory of achievements and results evaluating.According to the fact of the interior managing conditions and exterior development in Donghua company the key advertising mechanism, training mechanism and encouraging mechanism have been effectively established by new method which have settled the problem for the county-level leading enterprises'human resources managing. Finally the change before and after the effective management and development to the human resources of Donghua company has proved the importance and necessity of the management and development of the human resources of this enterprise.
