A Study On Optimization Of Emission Trading

With the development of the society, the environment pollution is becoming more and more serious. People began to survey development of the society from economic, efficiency, dispassion, technology and management again. all of the world have taken various environment manage methods to deal with this problem. Emission trading is an environment economic policy which depend on the market mechanism. it is proposed in 1970s and has been applied widely all over the world. But there is still some theoretic and practice problems. In our country, the TEPs has not been applied for a long time, so it's more important to make the theoretic and practice research of the TEPs.In the paper, on the background of the TEPs under the total quantity control of pollution, some theoretic and practice research of problems in TEPs is made using neoinstitutional economics and game theory and method. The purpose is to give out some new solutions, thoughts and advice,efficient, prompting and rent-seeking in the implement of TEPs.First the paper introduces the basic concepts, the main research aspects and problems of the TEPs under total quantity control. Then introduce the basic theory and practice of the TEPs. analyse TEPs in china from TEPs with environment manage system and government,also problem of TEPs. research system optimize of TEPs in china from market system optimize, emission admission system optimize,aim model and game analyse about rent-seeking in TEPs. At the end, research TEPs in TaiHu valley as an example,and advance some advice to expedite TEPs in TaiHu valley.
