Coal mine is the main industry in China, two-thirds of our expending of energy source is from coal. With the increasing of yield from coal mine, security becomes more and more prominent. Now and then the happening big and unusual accidents do great harm to society. And because of the special working condition of colliery production process, there are more dangerous and insecure factors of colliery than other kind of industries. Emergency and first aid to big accidents is now being heavily concered worldwide as a public task of reducing the disastrous effects.When accident or catastrophic is inevitable, effective first aid and rescue is the only powerful measure that can be counted on to defend the accident, repress the extension and mitigate the suffering.This paper expands just based on the above background. Referring to the requirements in the national regulations, combined with the identification of existing resources utilized in Chinese colliery security, in consideration of the civil and oversea research and experience in high-risk industry rescue, the paper, supported by system engineering methodology, will undertake scientific research on emergency response planning of colliery accident in Hebi coal industry group.Analyzing the emergency response planning of colliery accident, the common procedures and main contents of drafting a plan is summarized. On the base of analyzing the security production actuality of Hebi coal industry group, the reliable security accident of Hebi coal industry group is confirmed by using the method of expert review and the representative accident of emergency response is identified by combining relative event tree and cause and effect diagram. In addition the relative evaluation methods of assessing the fatalness in the colliery system are analyzed respectively in order to provide a powerful way of supervising the risk in the colliery.Emergency organization and resource is the base of emergency action in the Hebi coal industry group and the key contents of drafting a plan. Analyzing the security organization and resource in the Hebi coal industry group, the virtual emergency organization is provided in the paper. And based on the emergency process of optimizing representative accident, the emergency process of gas explosion and flood in the Hebi coal industry group is established. As a result, the harm and loss of accidents is reduced to the whole degree and the emergency response plan ofaccidents is improved.Before carrying the emergency response plan of colliery accident into execution, the emergency training and dry run must be done systemically and broadly. That will not only make the emergency response personnel comprehend the content of emergency response plan and start to work effectively, but also establish a stable basis for improving and perfecting the emergency response plan.The research and establishment of emergency response plan in the colliery accident will improve and enhance radically the capability of which corporation and government disposes and manages emergency event so as to deal with effectively endangering collier safety event...
