The application of project social assessment (SA) comes from the concept transformation of development in China and the extensive reconsideration of the conventional social development driving force and development mode. And thus SA is to meet the need that the scientific development concept of putting-people-first requires.As a significant factor of national economy and social development, the project of urban environmental protection infrastructures should be the typical model to represent the development concept of putting-people-first and to take human needs and development into extensive consideration. The most objective of conducting the SA in urban environmental protection projects is to improve the good, to avoid social risks and to master development opportunities.From the two core concepts, "design intent" and "demand intent", of urban environment project, this dissertation states that on one hand, the unfeasibility of design intent will cause social risks; on the other hand, if the design intent is feasible, but they are unmatched, which is the another one root cause of social risks. Control measures against social risks are proposed based on the trickle-down effect, structural function theory and social learning theory.The SA of urban environmental protection projects should transfer from the anti-thinking of target-oriented demand to the concept of demand-oriented design, conduct effective control on the social risks from perspectives of optimizing design, appropriate implementation and scientific management and then the dissertation gets a conclusion for institutional framework to take specific measures, monitoring and evaluation.
