Environmental Protection Social Organizations Involved In The Problems And Countermeasures Of Environmental Protection

Currently,environmental problem has become a public concern and issue of importance of the society.Not only is public participation in environmental protection protected and supported by national laws and regulations,but also it has become a universal consensus in the world.Unlike the general public,social environmental protection organization,as a commonweal social organization,can play its due role in environmental protection because of its relatively stable membership,strict organizational structure and clear roles and tasks of its members.Many domestic and foreign experts and scholars are studying the role,status,function and activities of those social organizations in environmental protection.Among them,the most typical ones are the theory of environmental public property,the theory of environmental public trust,the theory of political participation,and the model of Thomas effective decision-making which have been raised by American environmental protection experts.In reference to the research outcome of the experts and scholars at home and abroad,this paper,by means of typical case study,investigated the situation of how the social environmental protection organizations in Chongqing have taken activities in environmental protection.The result indicates that there are already a certain number of various types of environmental protection organizations in Chongqing in current stage,and they have been involved in environmental protection by different means to different extent.However,these organizations are exposed to problems and deficiencies when participating in environmental protection work in Chongqing,which have been characterized as improper role,weak social influence,and weak consciousness in service,etc.The main reason is that the social environmental protection organizations in Chongqing are limited by their own experience,independence,status,role,and external support,etc.In the meanwhile,this paper also compared the functions of domestic environmental protection organizations with the foreign ones in their activities to find out the similarities and differences between them in environmental protection,which aims to find out the general laws to clarify the relationship between the government,the social environmental protection organizations and the general public,and to explore the mode of “government guided,social organization and public cooperated” in environmental protection.On this basis,this paper sort out the mechanism,mode and the channel of how the social environmental protection organizations in Chongqing take activities in environmental protection,as well as the role they play in.Correspondingly,suggestions were given to help to find a way of social organization participation in environmental protection that complies with the feature of Chongqing.
