Social Value Evaluation Of Water Environment Treatment PPP Project

In recent years,the construction of water environmental management PPP(Public-Private Partnership)projects across the country has been unremittingly grasped,promoting a significant improvement in the quality of the water ecological environment,but more than the construction of projects to meet the standards,the public cares more about the water environmental management projects bring a real sense of access,happiness and security.With the advancement of high-quality economic and social development,people are paying more and more attention to the size of the value generated by infrastructure projects to society,and thus,it is necessary to evaluate the social value that can be created by water environment management PPP projects.In this paper,based on the analysis of the characteristics of China’s water environment management PPP projects and the difference between social value evaluation and other types of evaluation,we propose to use the most mature tool for evaluating social value-social return on investment(SROI)for evaluation,and use the social network analysis method to screen out the stakeholders who have a greater influence on the project as the core stakeholders.Then,the SROI analysis framework applicable to China’s PPP projects was constructed to evaluate the social value of water environment management PPP projects,and the specific application process of SROI analysis to evaluate the social value of projects was elaborated,and the identified core stakeholders and the stakeholders who are more influenced by the project were incorporated into the framework as the research objects to identify the project results.Finally,the analysis method is combined with the actual situation of domestic water environmental management PPP projects to provide some reference role for the application of the method in evaluating the social value of water environmental management PPP projects in China.Based on the social value evaluation system of water environment management PPP projects constructed in this paper,the analysis framework is applied to a case study of a water environment management and ecological restoration project in Pingyu County,Zhumadian City,Henan Province.By obtaining information from the project company to obtain the actual input data of the project,and then using a combination of interviews and questionnaires to obtain the project results from the identified core stakeholders,the stakeholders were involved in the whole process of social value evaluation as much as possible,and different ways were used to price the results according to the different nature of the results,and finally the SROI of the water environment treatment project in Pingyu County was calculated as The SROI of the water environment management project in Pingyu County was finally calculated to be3.12,and the range of social return on investment(SROI)was given through sensitivity analysis.The evaluation result is that the project is socially acceptable in terms of value creation,which is consistent with the results of local citizens’ access through research,and verifies the feasibility of the SROI method in evaluating water environment management PPP projects.
