To further strengthen and consummate the river way management system and drastically bring a fundament change to the old face of the river way, comprehensive control engineering in the Weihe River in Baoji city was actualized to raise flood control standard and improve the human settlements of the city. It brought a large change on eco-environment to Baoji city section in the Weihe river under the premise of flood control safety by utilizing riverway resources, greening and beautifying, and building urban landscope and ecological city. The engineering includes barrage engineering, protecting dykes and reinforcement work of flood protection embankment. With the problem, the paper begins to deploy in order to illuminate the effect on comprehensive control engineering in present period by analyzing and evaluating flood control benefit, social benefit, ecological environment benefits and public satisfaction. The study content and production are made up of the following parts.1. Made complete researches on the implementation of comprehensive control engineering in the Weihe River in Baoji section and collect and treat the interrelated data and information.2. On the basis of analyzing research methods of city flood control benefit, Monte Carlo methods is adapted to calculate flood control benefit of comprehensive control engineering and check the original value. The benefit result is 19.1656 million RMB per year.3. Analyze the project's influencing factors to regional social economy, and apply AHP and fuzzy theory to construct multi-deck fuzzy evaluation model, in order to account for its social benefit in the social and economic development of Baoji city.
