Public Satisfaction Evaluation Of Water Environment Treatment Public Private Partnership Project

In recent years,water environment problems have become increasingly serious in China,bring to people's life and production activities of many adverse effects,the water environmental treatment should not be ignored.For a long time,government departments have been the leading undertakers and managers of water environment treatment.The lack of necessary market mechanisms and the coexistence of financial pressure and the waste of resources have added a significant burden to the government.For the moment,Public–Private Partnership(PPP)has been widely applied in water environment treatment project.The water environment treatment PPP project is an ecological service project whose ultimate goal is to serve and satisfy the public.The public is the direct perceiver of urban water environment treatment PPP project,and their satisfaction with it can reflect the project's success to some extent.As one of the stakeholders of water environment treatment PPP project,the public has the most direct impression of the quality of the project and the most authentic attitude towards the service.The public will affect the water environment treatment PPP project while benefiting from the water environment treatment.Therefore,the government must consider public satisfaction as an important indicator to measure the performance of water environment treatment PPP project.But there were few studies that measure the level of the public satisfaction with water environment treatment PPP project.The performance level of water environment treatment PPP project is primarily measured through the operation and management effect of private sectors.The important role of the public in water environment treatment PPP project has been neglected.This paper aims to propose strategies to improve the performance of water environment treatment PPP projects from the public's perspective by studying the public satisfaction of PPP projects.The specific research contents are as follows:Based on the review of relevant literature and expert consultation on public satisfaction of water environment treatment PPP project,33 factors influencing public satisfaction were selected from the aspects of river water environment,river waterfront environment,and environmental management around rivers from the perspective of the public.The influencing factors on public satisfaction with water environment treatment were preliminarily determined,and set the questionnaire and collect data.The factor analysis method was used to determine the public satisfaction evaluation index system.Next,the public satisfaction evaluation model of water environment treatment PPP project based on Pythagorean fuzzy AHP and cloud model is constructed to provide certain basis for public satisfaction evaluation of future water environment treatment PPP project.And IPA analysis method was adopted to analyze the public satisfaction index of water environment treatment PPP projects.Based on the analysis results,operational management strategies were provided for PPP project companies,so as to improve the performance level of water environment treatment PPP projects.In conclusion,in this paper,applied the literature review,factor analysis,Pythagorean fuzzy AHP,cloud model and other methods to comprehensively identify the influencing factors on public satisfaction with water environment treatment PPP projects,and built an evaluation model of public satisfaction,providing theoretical basis and practical guidance for the improvement of performance level of water environment treatment PPP projects.
