Study On The Effectiveness Of Public Participation In Environmental Impact Assessment In Guizhou

In recent years,environmental problem not only becomes a major problem that can not be ignored in our country,but also becomes a hot topic of public concern.With the increasing of public awareness of environmental protection,public participation in environmental protection and environmental impact assessment also have exposed some problems.The problems exposed by the public in the public participation of environmental impact assessment have a direct impact on the effectiveness of public participation,resulting in the reduction of effectiveness of environmental impact assessment and the adverse affection of the long-term development of environmental protection.As a relatively backward province,the desire of economic development in Guizhou province is more urgent,and the public participation part of environmental impact assessment is more easily overlooked.As to the implementation of public participation,there are still some problems exist in the environmental impact assessment.Furthermore,public participation effectiveness also needs to be improved.In this paper,discussing the public participation in environmental impact assessment of the existing problems in a preliminary study,combining with five typical examples from Guizhou province,stating detailed environmental impact assessment of public participation in the specific implementation methods and procedures for the impact of public participation in Guizhou province,like the time of public participation is too short;effectiveness Information disclosure is not scientific,information is not complete;publicity of environmental protection is too little,the public awareness of environmental protection is weak;single questionnaire,the problem of unreasonable design and so on.The paper puts forward some countermeasures to solve the problems of public participation in Guizhou province,such as: making local policies,increasing the time of public participation;selecting the proper way of public information to ensure the effectiveness of information disclosure;strengthening the publicity and education of environmental protection;designing the public participation questionnaire.The study provides some ideas and methods to improve and complete the effectiveness of public participation in environmental impact assessment for relevant environmentalprotection departments and environmental assessment units.
