At present, the inshore pollution caused by spilled-oil is becoming more seriously. Aviation and satellite remote sensing are the most common measure used by many countries in the world to monitor the trace of the spilled-oil in disastrous accident. But the surveillance will be difficult when Aviation and satellite remote sensing apply in the bad weather, they are also too expensive. This paper does research on seeking an emergency response tool for monitoring spill-oil which is cheap, all-time and all-weather. A GPS buoy which float synchronously with the oil spill is introduced into this research.It can receive the GPS information and send them through GPRS technique.Now, GPPR/GPS techniques are widely used in vehicle positioning system.At the same time, GPS buoy is important in the area of marine engineering. This paper introduces GPPR/GPS techniques into the use of spill oil tracing system.GPS buoy is the key of the paper which was explained from two aspects: the structure of the hardware and realize of the software. The main point are the characteristic of the GPS module, ARM processor and GPRS module, the connect of GPRS net using AT commands, serial ports debugging and the write of the GPS buoy's software.The spill oil tracing platform is built on VB6.0 developer tool and MapX4.5; it can realize wireless communication with the GPRS/Internet using Winsock controller of computer to receive the GPS data, including longitude, latitude and velocity.The paper elaborates the design of the spill oil tracing GPS buoy based on GPRS packet net. The system realized the function of sending position data through GPRS net and the basic function of the spill oil tracing platform. The tech expounded by this paper provides a cheap, all-day method for department when meeting a spilled-oil emergency.
