University Project Environmental Impact Assessment Study

University plays a significant role in the country's economic development and scientific and technological progress. University is to enhance the quality of the whole country. The development of university is to upgrade city, to put technic into productivity, to promote the city's zoning to stimulate the local economy, to improve the quality of basic education, etc.As funds of the state putting into university continuously increase, the enrollment expand accordingly. Massive enrollment means more building in need . Many universities move to suburban for larger campus consequently. Construction and operation of university bring pollution to environment at the mean time.University shoulders the unshirkable social responsibility besides to the contribution to the development of country , especially in the protection of the environment and resources saving . Universities should be models and exemplary roles.University in the suburbs more land causes many environmental problems, such as soil erosion, decreasing of animals and plants, intensified the pressure on arable land furthermore. Besides, university included in the laboratory, which bring industrial pollutions, is the most important sources of pollution. Various industrial pollutants in the university can be found, some highly toxic, high-risk, strong carcinogenic substances also exist in many labs. Due to the lack of specific standards and methods, environmental administrative departments does not pay enough attention to law enforcement, resulting in the absence of supervision, University laboratory contamination is not fully integrated environmental monitoring procedures. From the laboratory wastewater directly discharged into the municipal network then into the environment ,especially in the urban areas or residential areas.China has no special rules for environmental impact assessment (EIA)of the university projects .Therefore, there are no norm to obey in university's EIA.This paper analyzes the impacts university projects bring to the environment, sums up the particularity of them,put forward the principles of university EIAs. In addition to conventional pollution, the university has the specific natures of regional development, and intra-regional environmental impacts are very significant. The pollution causes by resources waste is prominent. University Laboratory emits kinds of pollutants ,however, great spaces are leaving to reducing of pollutants by using of effective management and operating modeAccording to the example of university's EIAs, this paper found the following issues : the factor and focus of evaluation did not been picked up correctly, no in-depth engineering analysis, insufficient understanding of pollutants, unclear investigation of pollution sources ; The content of the assessment is not comprehensive enough and university projects included in many sectors with different types pollutants and different types of environmental impact accordingly. laboratory in the nature of industrial project, did not been specified in EIAs: no special environmental management and monitoring plans , no special management for storage of experimental resources and other drugs , environmental monitoring focus only on conventional pollutant discharge factors, no characteristics of pollutants monitoring for laboratories'outfall; evaluation ways are too common to evaluate universities EIAs.In light of these circumstances summarized for university project, EIAs should be guided by some principles brought in this paper. Furthermore, to improve the scientificalness of university project's EIAs , this paper brought countermeasures as follows: strengthening engineering analysis, strengthening engineering analysis, risk analysis and improve the environmental management aspects to determine the correct evaluation contents and focus; Evaluation of optimization methods and means, use of a variety of measures to identify, predict and assess university construction projects'environment impact. Hope for enlightening the future of the university construction project environmental impact assessment work.
