| Environmental capacity is one of a basic theory of environmental science. It reflects the law of transference an translation of contamination and also reflects the receiving capacity under a certain kind o environment. It is the basic theory for simulating the water quality an mapping out the prevention and control planning of wastewater pollution.This paper investigated the water quality and the pollutant discharge of the water environment functional region in Fujiang River of SuiNing boundary. The basic year relating to investigate the resource of pollutant is 2002.Investigating includes industrial pollutant resources,city living resources and non-pointed resources. On the basis of investigating the pollutant discharge is analyzed and assessed for the water environment functional region in Fujiang River.By analyzing the current situation of water environment, CODcr and NH3-N are chosen as the two indexes of the total pollutant control in Fujiang River of SuiNing boundary. According to the real condition of the ground water , the paper adopts zero dimensional model and one dimensional model for calculating water Environmental capacity.The result of the calculating manifests that the water environmental capacity in Fujiang River of SuiNing boundary are good in total, and the pollutant measure are not out of the water environmental quality. But in Fujing of FengXi.ChiCheng Town-the MingYue River estuary boundary,ZhongJiang County-XiangShan Town boundary,XiangShan Town-QiKou Town boundary and AnYue County-DongChan Town boundary, the real CODcr is higher than the standard of environmental capacity, which should be controlled.Water environment functional region in Fujiang River is major in SuiNing. Making the water environmental capacity clear can forecast and monitor FuJiang's water quality, give basic data to make the standard of the total water pollutant control, and provide the scientific ground of the management and decision in Fujiang River of SuiNing boundary.
