Water is a valuable component of environment, and natural resource as well as a part of the material base of sustainable development. Water has carrying capacity both for the population and economy. With the rapid development of the population and economy, more and more resources have been exploited, and a great deal of pollutants have been let to water body. There for, the problems of water environment, such as scarcity and pollution, have become restraints against the sustainable development.Optimize arrangement of water environment and water resources, has widely attached importance to become an effective means to keep favorable environment and sustainable development. So, the concept of water environment carrying capacity (simplified as WECC) has become hotspot of people's attention. The WECC is helpful to programming to economy and society, water environment and the sustainable development. Now, many studies have been investigated, but a systemic theory frame has not been founded.Mianyang lies in the Northwest of Sichuan and in the upriver area of Fujiang River. With the development of economy and society, WECC of Fujiang River will become roadblock of the sustainable development of Mianyang.Based on the relationships between water environment, population and economic development, the connotation and extension were investigated and the model regional WECC was set up. The model consists of population model, economic model, water supply model and so on. Every model takes charge of its own part, and the hard-core of model manages the holistic relationships between water environment, population and economic development.Gross Domestic Product (simplified as GDP), population and the quantity of contaminations were chosen as optimize objective.
