In the recent years,people pay more attention to the global environmental problem. It is the biggest challenge to the human being. Especially in the 1950s and 1960s, both the developed countries and the developing countries are worried about this problem. In the 1960s and 1970s, people faced the atmosphere pollution,the water pollution,the damage of the forest resources and the reduction of the wild animals. In the 1980s and 1990s, the area of acid rain is wider, and so on. The human being is facing with the challenge they have never met before.Canada is the acknowledged country which has the perfect environmental protected law in the world. And the environmental protection work is highly effective. In Canada, there are grass and forest covered everywhere; the city like the forest park. The sky is blue because there is little dust. The river is clear because there is no pollution. The protected measures on the agriculture,forest and fishery are stern and particular. The industry of environmental protection is vigor. The corporations in Canada are voluntary to join the ISO14000 authentication of the environmental supervise system standard. The Canadians recognize the importance of the environmental protection education. The consciousness of the environmental protection is strong.In the environmental problems, greenhouse effect becomes the focus that all nations pay more attention to."Kyoto Protocol"is subscribed in 1997. Canada which attaches importance to environmental protection, so canada join it actively. The Montreal meeting turns on the Kyoto Protocol age. It improves the international cooperation in environment. It accelerate the development of he international cooperation in climatic change. There are altogether five sections in this thesis. In section 1, the background and content of"Kyoto Protocol"are expatiated. The standpoint and policy of every group are analyzed. The contribution of Canada to the meeting and the attitude of Kyoto Protocol are compared. The issue and causation are analyzed. The opinion of the balance between the development of the economy and the environmental protection is difference. The elasticity policy of Kyoto Protocol resolves it. The environmental influence in economy is expatiated.In section 2, the course of passing Kyoto Protocol, which is full of frustrations, is described. The hesitation of the conservative party makes prodigious influence. Green party participates in this course. The green party plays an important action in the drumbeating and implementation of the environmental protection.In section 3, the Montreal environment meeting is described. In fact, many countries consult with system's measures under UNFCCC, in order to make USA join in Kyoto Protocol. This meeting makes the clear gist for every member. The Guideline of limitation of the greenhouse gas comes to an agreement.In section 4, similarities and differences in environment policy between Canada and USA are summarized. There are many similarities in climate, civil circumstances, population diathesis and national policy. The attitude to the northern America is outstanding in environment policy and protection effect. In addition, the policy and active measures which Canada makes to realize Kyoto Protocol are introduced. the policy and active measures which Canada makes for environmental protection are introduced, except for the policy of Kyoto protocol. It is useful for other country that protect environment.Conclusions: The influence of the Kyoto protocol is great. Canada takes a lot of measures to deal with the change of the weather, and to explore the now energy sources.
