Development Of Hazard Risk Management Information System Of Chemical Enterprise

Enterprise safety operation issue is getting a shift of focus with economics development. In recent years, the safety operation level of our whole country is rising, but the quantity of hazardous chemical accidents is rising,involving the dangerous material initiation the fire, thedetonation and the poison divulges,These accidents lead to personnel casualty and property loss that influence the development of chemical enterprises. Under this background, the investigated object of this thesis is hazard which relates to hazardous equipments and establishments in chemical industry. The safety management methods dealing with this kind of hazard are discussed. The purpose of this thesis is assisting chemical industry to improve safety management level.Hazard management method puts risk management theory into the process of hazard management. Through calculating accident rate and aftereffect of hazard, risk level of hazard can be confirmed. Basic incident rate can be got through expert marking, which can be used for calculating accident rate. This method not only can insure the definite veracity but also can avoid the difficulty on obtaining basic incident rate using traditional methods. In order to help chemical enterprise estimate the actuality of hazard management quantificationally, firstly, safety management and technology should be graded. Then through comparing hazard risk level and safety management and technology, whether the risk of hazard can be controlled or not is confirmed. Emergency management is another keystone of hazard management. Based on related laws and regulations, the structure of emergency is investigated. Then combined with the hazard risk level and how to connect with government accident procedure, relevant emergency procedure can be established.In order to help enterprise safety manager reduce the difficulty and complexity of hazard risk management, this thesis compiles hazard information management software ("Chemical Enterprise Hazard Risk Management Information System"). This system makes a model based on the important part of this thesis, and is designed,operated combined with basic information of enterprise safety system. The main functions of this system are basic information maintenance,hazard cell partition,hazard risk classification analysis,safety management and technology classification analysis,emergency procedure compiling and emergency material management and so on.In order to checkout the applicability of "Chemical Enterprise Hazard Risk Management Information System", this thesis put this system into use in an alcohol company. Through the operation result of this information system, the conclusion that the hazard risk of this company is under control is acquired, this conclusion tallis with this company present hazard management situation.Through applying analysis, this information system can satisfy the hazard safety management of chemical enterprise.
