The industry rapid development has led to the economical development, because China will maintain the higher economy rate of rise to enter for the 21st century, thus will expend more energy, but the mist and dust pollutant will be able to a large scale to increase. Now the discharging laws and regulations are become more rigorous day by day, it has become more extremely urgent to deal with the air pollution, and the government of smoke of burning coal is the most important of these problems, and this is also the work difficulty in the government of the air pollution and discharging domain.The article is combined with the project of National Nature Science Foundation of China-The research of ions' charging agglomerating with the alternation electric field of the ESP(Approve number: 50578020) . The aim of this research is to deal with the smoke discharging with the pre-discharging by using the non-thermal plasma. The aim of doing this is to increase the number of the charge for the particles, and doing this that the ESP can easily collect the particles in the and of the course, it is also to improve the efficiency of the collecting. The main study contents of this article as follows.(1) On the base of reading large amount of documents, studying and analyzing the key factors that affecting the quantity of electric charge of the dust, the ions' producing and transporting in terms of theory. And doing this we can know than the ions' producing and transporting can be improved for 100 times or even much more.(2) With the problem of how to improve the ion producing rate and the ion transportation rate, basis of the different discharging ways, we designed 2 reactors: one is corona discharging charging reactor, the other is dielectric barrier discharging charging reactor, and doing some researches on the factors that affecting the efficiency of ions' producing and transportation rate.The results of the research show that:(1) Corona discharging pre-charging equipment: the voltage of electric field and air current speed have much more affect to the ion transporting characteristic property; the air current speed is at 5m/s, when the electric field voltage rises from 7 kV to 35 kV, the ion transporting rate rises from 0.47×107cm-3 /s to 1.41×107cm-3 /s; the voltage is at 20kV, when the air current speed rises from 1m/s to 5m/s, the ion transporting rate decrease from 4.1×107cm-3 /s to 0.7×107cm-3 /s.(2) Dielectric barrier discharging pre-charging equipment: the voltage of electric field an, air current speed and power source frequency have much more affect to the ion transporting characteristic property; the air current speed is at 25m/s, when the electric field voltage rises from 1.2 kV to 3.4 kV, the ion transporting rate rises from 26.1×109 cm-3 /s to 82.1×109cm-3 /s; the voltage is at 20kV, when the air current speed rises from 5m/s to 25m/s, the ion transporting rate rises from 1.3×109cm-3 /s to 8.7×109cm-3 /s; when power source frequency rises from 5kHz to 12kHz, the ion transporting rate rises from 5.7×109 cm-3 /s to 8.7×109cm-3 /sFrom the contrast experiments, we can see that the ion transporting rate of dielectric barrier discharging reactor has 300times larger than corona discharging charging reactor. So that using the dielectric barrier discharging reactor it can built smaller ESP.
