With the development of society and economy, water resources allocation is an effective way that can solve the uneven distribution of regional water resources and achieve the rational unitization of urban water resources. Water diversion from other areas not only can solve the water quantity-induced water shortage, but also can solve the water quality-induced water shortage.The water diversion from Yangtze river to the Taihu lake project is a representative example of water divesion from other areas to solve the water quality-induced water shortage, and it has achieved effective results from its startup on January 30, 2002. The diversion from the Yangtze River to Taihu Basin quicken the flow velocity of the river network, increase the quantity of high quality water, improve the effective supply capability of water resource, and ameliorate the water quality and water environment, therefore, the water quality classification in the incidence can maintain II~III.In this paper, I take the experiment on water diversion from the Yangtze River to Taihu Basin into consideration, study on integrated water quantity and quality regulation, and analyze the project of importing the Taihu Basin fine water to the downstream of Taipu River Area along Taipu River and its impact on increasing region water quantity in the downstream of Taipu River, enhancing self-clean capacity of water body, and improving region water quality in upstream of Huangpu River. By using the water quantity and quality association scheme model to simulate and calculate each scheme of selected low water calculation year, with comprehensive analysis of positive and negative effects of different schemes, the ratinal scheme can be represented.In the meantime, in order to make full use of the hydraulic engineerings to improve water envionment and entironment, some suggestions related to the actuality and problems of water recources was represented, which is very helpful for the sustaible development of study area.
