The research of the paper can be divided into three parts:(1) Analysis of the relationship between water quality and water quantity.Taking the Huaihe River basin as a research area, and selecting four monitoring section in the middle of the Huaihe River as a research section, collection of the water quality and water quantity material between2000-2008years. Choosing the suitable estimation method and analyze the relationship between the pollutants (CODMn and NH3-H) fluxes and the flow.Research results showed:there have an obvious correlation between the pollutants fluxes and flow. With the changes of flow, pollutants fluxes have the same variation trend. Dams, which are under the control, could be used to regulate the flow of river and ease or dilute the higher sewage mass released from upper reaches of river, avoid polluting water in downstream.(2) Study on the Joint Control of Water Pollution of ShaYing River.Taking a tributary of Huaihe River------Shaying River as a research area, collect the material of basin management mode------"Joint Control of Water Pollution". Research the development, process, benefit and questions of the mode. Research results showed:the effect is visible to control sewage mass, water pollution accidents are decreased effectively; Water quality is improved in main stream of Huaihe River. It is worthy to extend to the whole basin, even to widely in the country.(3) Analysis of Water Quality and Water Quantity Integrated Management system in Huaihe River.According to analyze of the advanced management experience of typical river basin in domestic and abroad, find out the problems of management system in the Huaihe River and puts forward several policy suggestions. Conclusions are as follows:there have related legal defects of the water management system in the Huaihe River; unreasonable management organization, and Water resources management operation mechanism is not perfected; there are several differences about monitoring standards between differences Departments; integrated water resources management technical support is in the weak.(4) In view of the above these problems, this paper puts forward several policy Suggestions:It is should be Developed the Huaihe River water pollution control regulation, as a legal basis in the Huaihe River basin water pollution control and water integrated management.②taking Huaihe River Basin Commission instead of the Huaihe Water Conservancy Committee, to be double-management function of the ministry of water resources and ministry of Environmental protection.③Unified the technical of monitoring station nets in the Huaihe River between the ministry of water resources and ministry of Environmental protection.④radually improving Joint Control of Water Pollution and enhance the public participation in strength.⑤It is worthy to extend the water quality and water quantity integrated management to the whole Huaihe River basin and apply the experience to widely in the country.
