Study On Status And Solutions Of Safe Production In Chongqing Construction Enterprise

As a major city in our western country, Chongqing had a rapidly economical growth and an expands unceasingly scale in construction domain, but at the same time, accidents in construction domain occured repeatedly and had limited its development. Therefore, improving the construction enterprise's safety-in-production present situation and thus reducing the construction accident quantity has becomed imminent, the purpot of this paper lies in above content.This paper used the method which questionnaire survey and the scene investigation and study unifies, systematically analyzed the safety-in-production present situation of construction enterprise and the issues,and then a fuzzy-based appraisal method had been proposed for enterprise's safety operation, thus according to the issues, proposed pointly the countermeasures to raise the safety level.Firstly,data from questionnaire had been systematically counted and analysized for studying on the construction enterprise's safety-in-production present situation unified the scene investigation, thus drawed the following conclusion: the population of manager and professional safety person serious insufficient, the quality of enterprises's workers universal low; lack of the quantity and quality of safe training seriously in enterprises; safety management theories of enterprises is disabled, lack of quantity and correct investment decision-making for enterprise's safety input; lacks the cohesive force of enterprise's safety culture, present situation of safe and civilized construction is bad; labourer's market is not standard, the safety management polices is not consummation, multi-layered subcontracting seriously.Secondly, on the base of now available correlative technique criterion of our country, establish the safety operation index system, carried on the Analytic Hierarchy Process (AHP) method to determin the factor's weight, thus according to the situation when scene study and investigation, operated seven enterprises in Chongqing construction domain using 2-layer fuzzy judging technique, the result of operation is basic qualified. In addition, established the forecast model of fatal accidents in Chongqing construction domain by using the"gray theory", forecasted and analyzed the quantity of fatal accidents in Chongqing construction domain.At last, according to the issues of enterprises in Chongqing construction domain, this paper had pointed the countermeasures which proposely to solve the problems, the solutions are as follows: increases the population of manager and the professional safety person, enhances jobholders' quality; studied on to establish the enterprises'training system; quotated the realization measures of safety input of enterprises, and determined the safe investment decision-making by using"boundary decision-making theory"of safe economic; studied on to establish the mordenized safety management organization system, quotated two safety management mechanism and implementation details with it necessary to consummate enterprises'safety management system; according to the results of present situation analysis, this paper had pointed the solutions for the construction safety management contained:"five ring"control model, develop labourer firms, proposed the subcontracting system which is"primary contracting- subcontracting-labourer subcontracting".
