Studying on air environment capacity of city, understanding the produce and transformation's law of air pollution play a very important role to adjust industry structure and to set up a friendly society about air environment capacity in city. In order to solve the contradiction between the economic growth and environment protection, the development of city must walk the road of sustainable development. Environment programming is an important part of sustainable development. The control of air pollution programming as an important part of environment programming regards reasonable protection and uses atmospheric environment resources, coordinates the relationship between city atmospheric environment protection and economic growth, promotes the city sustainable development has a vital significance.Jinan city is the capital of Shandong Province. It's a north coal smoke city takes SO2 and TSP as the pollution's character. Recently, Jinan city has taken some measures to control the pollution of burning coal. And these measures have worked more or less. Environment pollution in Jinan city is serious day by day and air pollution is more outstanding. It is affecting city people's life and heath seriously. This paper introduces the development phylogeny of the control to air pollution in and abroad. It introduced the calculate methods and gross control measures. According to investigate and analyze environment quality in Jinan city, collect weather data, inquisite and analyze pollution source, carry on the correlational dependence examination between each main pollution factor simulate value and the monitor value. This paper applies AERMOD to calculate the capacity of SO2 in Jinan city.The source of pollution investigation result demonstrates that industrial enterprise comprehensive energy consumption is mostly centralism in 26 enterprises. Comprehensive energy consumption in Jinan city is 516.28 thousands tons. About 6.50 thousands tons of SO2 were exhausted in one year. Thereinto, the exhaustion of point source is 5.3 thousands tons and the exhaustion of area source is 1.2 thousands tons.Applying the AERMOD model to simulate ground density and analyze the analogue results and actual results. The result indicates that it has perfect relevant between them. Applying this model to calculate the capacity of SO2 is 5.68 thousands tons annual. About 2.89 thousands tons should to be cut annual. Meantime, since the theory and method of total quantity allocation has become one of the most important part of total quantity control, this paper takes environmental GINI to assess the equality of total quantity allocation, and takes the method to analyze the reasonability of total quantity allocation of SO2 in Jinan city. The results indicat that the Jinan's total quantity control plan of SO2 is distributed too much to hot spot industry, and power industry is after. This paper takes the gross industry production as environmental GINI's feature for allocation to show the equality through the adjustment of GINI during the course of allocation, and works out the plans for decreasing the total quantity of SO2, and find out the proper methods to prevent pollution, including environment management, controlling industry structure's adjustment and so on. At last, some advice for atmospheric environment protection Jinan city is suggested.According to the actual situation in Jinan city and the correlation profession policy in China, some measures to control SO2 pollution are put forward to solve these matters.
