Atmospheric pollution is a global hot topic. With the intensification of air pollution and research of environmental pollution control, total amount control was arised at the historic moment. China began to implement the total emissions of major pollutants control plan from ninth Five-Year, and made the total emissions control transfer from target control to capacity control. In year2001,113key cities of china was issued to calculate environmental capacity,which made the total emission control of atmospheric pollutant of basing on environmental capacity develop rapidly. Qujing city is the eastern yunnan center city and key base of energy sources and locates in the east of Yunnan province of china.It is one of the key cities issued the environmental capacity calculation in China and the largest energy producer in Yunnan Province. Therefore,it is a significant thing that research environmental capacity and utilize capacity resources reasonably to the sustainable development between economy and environment of Qujing city. In this study,the year of2009was selected as basic year and the year of2009was selected as plan year, SO2、NOX、PM10were pollution factors. a value method was selected for accounting the ideal environmental capacity of municipal territory of qujing. The multisource model of AERMOD was applied to simulated the pollutant concentration of qujing urban aera,and calculated the present situation of environmental capacity of this aera with mathematic programming. The scenario simulation and environmental capacity of2015year was also simulated and calculated by combining with energy use, urban planning,new air quality tandards and12th Five-Year Environmental Protection Plan. Research results are as follows:(1)In year2009,the ideal environmental capacity of SO2, NOX, PM10in municipal territory of qujing was149326tons,364457tons,238567tons, respectively,which have abundant compared with the emissions; in year2015,the ideal environmental capacity of NOX, PM10in municipal territory of qujing will be364456t,238326t, which have abundant compared with the emissions. while SO2emissions will exceed the enviromnental capacity of66425t.(2) The pollutant of SO2, NOx, PM10in qujing urban aera are simulated, the results show that:in2009, the three pollutants concentration of maximum hourly concentration,maximum daily concentration,monthly concentration and annual average concentration all exceed the standard. In view of this situation, the emission of SO2, NOX, PM10need to be reduce. The present situation of environmental capacity and reduction quantity of SO2, NOx, PM10in qujing urban aera was calculated by using multisource model with mathematic programming, the results show that:the present situation of environmental capacity of SO2, NOX, PM10was1955t,1066t,623t, respectively,and reduction quantity of SO2, NOX, PM10was794t,917t,254t, respectively.(3) The SO2, NOX, PM10of plan year in qujing urban aera was simulated,and the environmental capacity of three pollution were also calculated, which was3704t,2903t,2389t,respectively.
