Based on the Ninth Five-Year and the Tenth Five-Year Environmental protection Plan of Huangshi, taking the Eleventh Five-Year Planning for example, this paper gives the analysis and study in detail on the five problems which the local Environmental Protection Bureau met with in the planning of air protection.Firstly, the information is incomplete and the data are not systemic. The most data of Huangshi about air pollution are reliable, still less dates are questionable. Also the information isn't filed in time. With the development of science, it's the important basis for Environmental Plan to built GIS planning decision support systems and a resource file by which the data can be analysed, characterised and managed.Prediction method is the second problem. At present, there are many methods to forecast the total emission of SO2. Taking the Environmental planning of Huangshi for example, this paper studies three methods(trade coefficient method, enterprise coefficient method and method of project change in number) which were usually used in local environmental protection bureau, and tries to predict the total emission of SO2 using multivariate linear regression and grey prediction model which are not widely used nowadays, and compares the advantages and disadvantages among them, verifies the reliability of the forecast results of the five methods.Thirdly, Environment objective and index are always confused, but it's very important to clear them. Environment objective mostly includes the two aspects, one should be solved in the future about Environmental Plan and the other is state and standard which the Environmental quality should be achieved in the future. For index, based on the evaluation about a series of former index which failed to grasp the main ideas, this paper produces a complete set of stable and scientific index system and air index branch map including impelling force , state and response index.Fourthly, the reason of declaring items is deficient. In former, only the proposed items were listed, including the preliminary estimation about the cost and pollutants' emission which should be cut. Also the reasonable analysis about the environmental economic benefit which the items produce does not exist. And it's not clear which item should invest at first. So the assessment of cost-benefit is needed for the proposed items. Taking the air protection items of Huangshi for example, this paper calculates the cost and benefit to choose the best proposal from assessment.Finally, the content of integrated control of atmospheric pollution is incomplete. The former measure has mainly focused on end-of-pipe pollution control without considering pollution control during the whole process of industrial production and neglecting the strength of the people. This paper elaborates on how the enterprise initial clean production does and how to resolve the deficiency of public participation. By this way, the Eleventh Five-Year Environmental protection Plan is sustainable.
