| As one of the 12 industries to be focused on and overhauled by the national Environmental Protection Department,the pharmaceutical industry will experience industrial structure adjustment,expedited enterprise upgrade and transformation,more efforts on environmental protection,as well as the promotion of green production according to the 13 th Five-year Plan.The promotion of cleaner production in the pharmaceutical industry was conductive to the sustainable development of it,which could be guided by the Cleaner Production Evaluation Index System(CPEIS),thus the CPEIS was critical to the cleaner production.However,the CPEIS for the pharmaceutical industry has not been officially released in China.This paper could provide reference for the formulation of the CPEIS for the pharmaceutical industry,which could lead to the promotion of cleaner production in the industry,and make certain contribution to the Energy Conservation and Pollution Emissions Reduction plan formulated by the government department.Based on the General Formulation of Cleaner Production evaluation Index System(Trial Implementation),the CPEIS of the pharmaceutical industry was formulated in accordance with the production and environmental characteristics.in this paper.The reference value of each index was chosen by researching on enterprises and referring to the related standards of the country and industry;and the weight value of each index was confirmed by using Analytic Hierarchy Process.The CP level of a chemical synthesis pharmaceutical company also evaluated using the CPEIS formulated in this paper,in order to verify the feasibility of formulating it,and compares the CP evaluation results based on the CPEIS formulated,and on the Cleaner Production Evaluation Index System of Chemical Raw Materials Industry(Exposure Draft)(National Evaluation System)released by the national department,and the Cleaner Production Evaluation Index System of Pharmaceutical Industry(DB11/T 675—2014)(Beijing Evaluation System)released by Beijing Municipal Government.The main conclusions were as follows:(1)The CPEIS of the chemical synthesis pharmaceutical industry included 6 first-class index and 23 second-class index.Among of them,resources and energy consumption index,comprehensive utilization of resources index,pollutants index,and product features index were the quantitative indexs,production technology and equipment index,cleaner production management index were qualitative indexs.Compared with the National Evaluation System(draft)and the Beijing Evaluation System,the CPEIS had two improvements: Firstly,combined with the characteristics of the pharmaceutical industry,the unit output value of comprehensive energy consumption and flight inspection indicators were recommend;Secondly,in order to avoid the impact of extreme indicators on the comprehensive evaluation results,the minimum evaluation value of the index was limited,that was,the evaluation range of [0.5,1],and it could reduce the impact of extreme index on the assessment of the enterprise at a certain extent.(2)Then,the CPEIS was used to evaluate the CP level of a chemical synthetic pharmaceutical company,and the results showed that the CP comprehensive scores of the enterprise were 77.31 and 76.45 in 2015,2016,respectively.The enterprise did not meet the minimum 85 points in the CPEIS,that was,the enterprise did not meet the domestic general CP level,but it meet the actual CP level in enterprises.(3)Based on the results of CPEIS to evaluate the CP level of a chemical synthetic pharmaceutical enterprise,it pointed out the problems existing in the pharmaceutical industry and the direction of the follow-up cleaner production work,and then put forward three suggestions to help the enterprise to improve the CP level.The research and construction of the CPEIS of the chemical synthesis pharmaceutical industry,which had certain reference value for perfecting CPEIS of pharmaceutical industry in our country,and helped to the pharmaceutical industry to promote the work of CP. |
