During recent decades, the temporal and spatial distribution of precipitation amount in Northeast China is quite inequable, which results in frequent occurrences of continual flood/waterlogging disasters caused by heavy rainfall, and it also takes many adverse effects to the local environment and economy, especially to the agricultural production. Although many studies have made assessment on flood/waterlogging disaster risk, it hasn't developed an integrated index. The middle and lower reaches of Liao River of Northeast China is one of the most important bases of industry, agriculture and energy, the major grain-growing region, transportation hinge, and it's also the region where flood/waterlogging disasters happen frequently. This study presents a Flood/Waterlogging Disaster Risk Index (FDRI) for risk assessment and regionalization of flood/waterlogging in the middle and lower reaches of Liao River of Northeast China based on Geographical Information Systems (GIS) and the technology of natural disaster risk assessment from the viewpoints of climatology, geography, disaster science, environmental science and so on, and risk management measures of this area were produced.The assessment and quantification of flood/waterlogging risk will be based on the standard formulation of risk as a product of hazard (natural event), the region's exposure to the hazard, the vulnerability of objects (society) and emergency response and recovery capability to the hazard. The main objectives of this study are (1) to identify the flood/waterlogging disaster risk factors and assess the losses caused by the disaster in middle and lower reaches of Liao River; (2) to design the conceptual framework and risk assessment model of flood/waterlogging disaster risk from the viewpoint of natural disaster risk theory and flood/waterlogging formation mechanism, and make risk assessment and regionalization of flood/waterlogging disaster risk in middle and lower reaches of Liao River; (3) to develop risk assessment measures of flood/waterlogging disaster risk in middle and lower reaches of Liao River.This study is specifically intended to support local and national government agencies as they (1) make flood prevention decisions;(2)make resource allocation decisions; (3) make high-level planning decisions; and (4) raise public awareness of flood/waterlogging risk, its causes, and ways to manage it.
