The new environmental law has been implemented strictly nearly two years since 2015,energy saving and environmental protection technology for iron and steel production and recycling of solid waste gas or become a trend.The environmental and social economic benefits should be fully tapped from waste recycling and deep processing technology,it's not only help enterprises to avoid legal risks but also an important means to enhance the competitiveness.Some superior facilities have seen the opportunity to develop a large-scale technology equipment for the comprehensive utilization of solid waste gas projects,which may cause great losses by the potential risk in the management of feasibility study,design,procurement,construction,equipment commissioning and so on,without reasonable methods to identify and measure and response these risks.Combined with the development of desilication equipment project for Hydrochloric Acid Regeneration Plant(shortly named HARP)in Stainless Steel Branch of Baosteel,based on the theory of project risk management,the risk of the project is identified through expert recognition.Secondly,all kinds of risk identify,risk of building structure project and creative use of Delphi and Pareto analysis method based on utility theory respectively from the quantitative and qualitative aspects of the identified risk measure,finally according to the measuring results to choose the key of project risk and take the corresponding risk response measures and monitoring methods,provide the scientific basis for the decision of the project risk management.Through the study of regeneration risk identification,desilication device development project of hydrochloric acid measurement,response and monitoring,help to improve the efficiency of the risk management project in the new project development process,have helped to improve the risk management level of the company following the new development projects,to further enrich the company's risk management method,the direct cost greatly save the following similar development projects and indirect costs.The research results of this paper also have some guiding significance for the risk management of the same kind of iron and steel enterprises.
