With the rapid development of urbanization, the attention to rural environmentprotection is paid more and more. But urbanization also brings us lots of environmentproblems which is new and increasingly complex. Facing so many problems,government can't solve the problems if he use the previous method. Through analyzingthe domestic and foreign advanced experience about urban environment management,this article analyze the reason that the environment management abate caused by ourgovernment's not obvious localization of responsibility with our governmentenvironment management resent situation.
