However, theenvironmental price we pay is quite enormous. In order to promote economic development,we continue to grab natural resources and ask from ecological environment constantly in thefirst few decades. However, eco-environment degradation, in turn, has severely hampered theeconomic and social sustainable development. Protecting ecological environment andbuilding ecological civilization, have become imperative between the economy and societyand ecological environmental development. In this regard, the position of the powers andresponsibilities of government is essential as the organizer and leader who are implementingenvironmental protection and management.This paper research the responsibility of local government just under the contextenvironmental, the paper’s distribution structure is as follows.This paper is manly divided into seven parts.The first part is the introduction. The main topic presents the reasons and significance ofthis paper, domestic and international status and trends on the subject, and the research project,especially including research objects, contents, innovation or feature and research methods .The second part is to write the basic theory of environmental protection and governmentresponsibility. We should be aware of what the government responsibility is and how toperform. The related theory of government responsibility analysises why the governmentshould fulfill its environmental protection responsibilities. Based on public trust, the theory ofenvironmental rights and public goods theory, they explain the need and the possibility for thegovernment to fulfill its environmental responsibilities, they lay a theoretical foundation forthe government’s environmental responsibility.The third part is to write requirements to the government on new ideas environmentalprotection. Although the government has always had environmental protection functions, inthe new century, facing new problems, the reality has brought many new requirements togovernment. These include three aspects in detail: ecological civilization to serve as the coreconcept of environmental protection; economic development and environmental protectionmust be harmonized; we need further strengthen the government’s role in the environmentalprotection; we should gradually establish model which our government lead and societyparticipate widely in environmental protection. The fourth part is the responsibility of local government in environmental protection.Concretely speaking, it contents the environmental protection responsibilities that thegovernment assume in its area, and the monitor to environmental protection departments,preventing from corruption and abuse of power, in order to contribute effectively to the localenvironmental protection.The fifth part is the problems when the local government performs environmentalresponsibility. It mainly includes three aspects: unscientific performance evaluation standards;the deviation during the progress of government implementing the environment policy; thebackward supervision and management system of local government. These issues are worthyof our attentionThe sixth part is the cause analysis of the problems when local government to performenvironmental responsibility. The legislative system of local government to performenvironmental responsibilities is not perfect; the dominant position of local government itselfis unknown; the responsibility is unknown and unclear and the lack of harmonization andregulation; public interests and individual interests, long-term interests and short-terminterests, all are in conflict. These reasons point the specified direction for the next step of theproposed solution.The last part is the solutions, it is divided into six areas: improving the environmentalprotection accountability system of local government; establishing green performanceappraisal system of local government; increasing the environmental protection publicity andeducation efforts of the local government; increasing environmental protection lawenforcement of local government; playing economic instruments functions of government inenvironmental protection; playing roles of the local government in guiding people toparticipate in protecting the environmental.The innovation lies in this: providing new perspectives and ideas for the study of localgovernment’s responsibility on the environmental protection and management; improving thelosses of fragment and the lack of systematic on local government environment responsibilitystudy, making it more systematic and specific.
