Research On The Problems Of Ecological Responsibility In Local Government

In recent years, China’s economy has developed rapidly, but also accompanied by the deteriorating ecological environment. Serious ecological damage, over-consumption of natural resources, natural disasters, these problems have affected the further development of our economy and society, and China’s international image suffered great damage. The special ecological and environmental problems determine the ecological responsibility of the Government in sustainable economic development. In order to resolve the conflicts between environmental problems and economic interest, it is very urgent time that government especially local governments must assume ecological responsibility.The paper argues that the local government as a public authority, the management of public affairs, representing the public interest, to take public responsibility for social organization can not be replaced in ecological protection and construction of harmonious society. Objectively, local governments need to fulfill ecological responsibility and ecological obligations. This article summarizes the government’s actual situation of assuming ecological responsibility, and proposes reshaping the local government’s concept of ecological responsibility system. In this paper, learning from previous studies based, It expounds the theory of ecological responsibility in the government firstly, including the definition of its concepts, foundations and so on, in order to lay the theoretical basis of the content of the latter. And it analyzes the reason our government need fulfill ecological responsibility currently, and describes the China’s ecological environment problem and the significance of strengthening to the ecological responsibility government, in the other side it shows the practical significance of this study. Secondly, the article summarizes China has made the achievements in the construction of ecological civilization since the reform and opening up, and on this basis, the paper indicates that the local government lack of ecological responsibility in economic development, and analyzes the reason for lacking, laying the groundwork for the contents of the latter. Finally, using the successful experience of other countries for reference, at the same time, I put forward my views on the construction of ecological responsibility system of the local government, outline the approach to achieve ecological responsibility system of local government. Literature analysis, comparative analysis, empirical research methods define the theory of ecological responsibility rigorously throughout the study, and the article sums up experience and lessons learned by the empirical comparison, allowing us to further clarify ecological responsibility of the local government in the economic and social sustainable development. Ensure of ecological harmony, and create a good ecological environment for the sustainable economic development and construction of a Harmonious Society.
