This text is closely combined with the study of dirty resources of water in a certain district, the engineering distribute of the water resources, the dirty water processing technique, the layout, of agricultural structure and its present condition and future development. With the purpose of county and the small town scattering dirtywater measure and agriculture irrigation and according to《the farmland irrigationwater standard》(GB5084-92), it well draws lessons from the foreign dirty water processing and make use of the advanced technique and experience and many lately published theories, to put forward a set of more complete recycling exploitationconnected with producing the allied dirty water, dirty water irrigation system and the irrigation mode, dirty water resources management and its development and to promote the agriculture economy to keep up with the development and the practicalproject in order to be used in the whole area and even to the whole province. In the end, to fulfill the target of realizing dirty water of the agriculture recycling safety, water environment of zero pollution.The study shows:(1) To adopt the Wastewater Land Plant System to process county and city's super marked dirty water, the TSS, BOD5, COD and heavy(not) metals pollutions allhave the effect to do away with the result in the dirty water.(2)The dirty water irrigation soil monitor. The branch is dirty to infuse for successive years dirty water's area irrigation. The soil's whole nitrogen and organic quality contents are close to two years' increase or decrease and the variety is not obvious; The dirty water area dose not apply fertilizer to anticipate, but can see the obvious increment of soil nitrogen, phosphorus and the organic quality content. The branch area's farming layer soil has heavy metals. But the present condition has noobvious accumulation. In addition to Cd, various heavy metals in the soil are far below the national standard. Various heavy metals chemical element of the dirty wat er processing area all express in the soil for accumulate. But various heavy metalsare still lower than the national standard in the soil.(3)Dirty water irrigation monitors to the groundwater fluid matter influence. Theshallow water layer's present condition in the branch area doesn't have obvious heavy metals' pollutant accumulation such as "As". They are below the standard of the groundwaterⅢstandard. It is predicted that to irrigate after 20 years to 50 years, its content will gradually decrease. Although the amount of dirty water may increase slightly, it won't surpass the national standard. The content of Cd in the groundwater, the present condition is below the groundwaterⅢstandard, but according to the farmland irrigation water standard, and predicted to irrigate after 20 to 50years, its content will gradually decrease. But along with dirty infuse of the water,it will have the increment. So we should raise concerns to it.
