Comprehensive Evaluation is a focal and difficult point in the sustainable development research. Inthis paper, an AHP(analytical hierarchy process)-FCE (Fuzzy Comprehensive Evaluation) model wasconstructed with the sustainable development in the Eco-demonstration Area as a starting point throughapplying Eco-demonstration Area index system to Sustainable Development Evaluation, the factor set andevaluation set were fixed and the sustainable development situation of the Tianxin District and KaifuDistrict of Changsha City were evaluated according to the model. In addition, the index system wasoptimized in the light of analyzing the functions and defects of the index system, with the delimitating ofurban-type and county type Eco-demonstration Area, and using AHP in settling weights of indexes. Themain results are as follows:1. In accordance with the vector analysis of the evaluation results, the conclusion for evaluating thesustainable development of the Eco-demonstration Area in Tianxin District of Changsha Cityconstruction is as follows: the sustainable development in this district in 2001 was fairly good inclined togeneral; in 2002, it was fairly good bias towards good; in 2003, it was good inclined to fairly good, yetwas better than in 2002; in 2004, that was excellent bias towards good. This demonstration area has aquite good foundation and was close to the acceptable criterion at the primary stage. It has shownapparent effects during its construction and improved its sustainable capability, the growth rate for theseyears was 0.608, 0.117, and 1.079 respectively, among which the effect of the year 2003-04 is moreobvious. However, its sustainable development level still had some distances compared with that of theexcellent standard.2. As was analyzed of the evaluation results of the demonstration area in Kaifu District in ChangshaCity with the same method above, the conclusion is: the sustainable development in 2002 was fairly goodbiased to general; in 2003, that was good inclined to fairly good; in 2004, it was excellent biased to good.This district also has a rather good foundation and had basically reached the acceptable standard in 2002.The district has evidently promoted in social, economical, ecological environmental fields ever since it began to set up its Eco-demonstration Area. The growth rate of the year 2002/03 was 0.948, of the year2003/04 was 0.661, between which the former period had witnessed especially great effects.3. In 2002, the sustainable development capability in Tianxin District was stronger than that in KaifuDistrict. But from 2002 to 2004, Kaifu District had gained better results than Tianxin District. By the endof 2003, the former had overwhelmed the latter, and till the end of 2004, the two held the same evaluatingresults. As for Tianxin District, the construction did not achieve remarkably in 2002, thus thecorresponding growing quantity was small, but the numerical value increased significantly in 2003, whilein Kaifu District, the constructive effects in 2002 was slightly better than in 2003, but the constructionprogressed steadily on the whole.4. It is indeed feasible to apply the AHP(analytical hierarchy process)-FCE(Fuzzy ComprehensiveEvaluation)model in quantitative evaluation of the sustainable developing capability of theEco-demonstration area, the results of which can reasonably reflect the developing degree and trend in (hearea and be compared both laterally and vertically and are intuitive.5. As to analyzing and evaluating the result vectors, the results accords better with the reality ifweighted average is used in acquiring membership. Furthermore, the evaluating samples can be comparedand sorted. Using AHP, an approach with relatively stronger logicality and system, in setting weightsmakes the weights of each evaluating index more accurate.6. On the ground of the mathematical property and the practical inspection on the principle of usingweighted average in acquiring membership: since the evaluating reference value keeps the same,whichever evaluating sets are chosen to be compared in relate to the reality, the overlapping results canstill be compared. Therefore, when laterally comparing the sustainable developing capability in theEco-demonstration Areas, the evaluating sets could be selected according to the reality of the areas so thatthe model has strong applicability and flexibility in practical use.7. The optimization index system is divided into urban-type Eco-demonstration Area andcounty-type, each involving four fields, altogether 28 specific indexes among which core indexes accountfor 24, consisting of 7 indexes in each of the economical, environmental, social field, and 3 in ecologicalfield.
